What is the difference between HIBOR plan and Prime Rate plan?

HIBOR Mortgage rates depend on the money market interest rate movement whereas Prime Rate is an interest rate used by banks, usually the interest rate at
which banks lend to creditworthy customers and would vary from banks to banks. While Prime rates are not fixed, it is generally more stable than HIBOR rates,
making it easier for applicants to estimate the interest expense.
